Introduction

In the 1990s, people’s attention to the environmental protection of automotive products increased significantly. In order to reduce the damage of automotive products to the environment, and to protect the environment and resources, and to save energy, various countries or Regions have formulated various environmental laws and regulations, strengthened the management of the recycling and utilization of scrapped automobiles, improved the recycling rate index of scrapped automobiles, and effectively reduced the impact of scrapped automobiles on the environment, so as to realize the sustainable growth of the automobile industry. How to dispose of end-of-life automobiles in an environmentally friendly and economical manner and promote the sustainable development of the automobile industry has become a focus of attention in the automobile industry around the world. At the same time, various regulations on waste management have become stricter.

On October 24, 2000, the European Union formally promulgated the ELV Waste Vehicle Directive 2000/53/EC, and EU member states had already converted this regulation into their respective national laws before April 21, 2000. The scope of the directive covers automobiles, automobile waste products, and auto parts and materials. According to the directive, EU member states should ensure that from July 1, 2003, the four heavy metals in vehicles put on the market shall not exceed the concentration limits set by 2002/525/EC, that is, the lead, mercury, and mercury contained in homogeneous materials. The maximum concentration limit of hexavalent chromium shall not exceed 0.1%, and the maximum concentration limit of cadmium contained shall not exceed 0.01%.

On February 6, 2006, the National Development and Reform Commission, the Ministry of Science and Technology, and the State Environmental Protection Administration jointly promulgated the "Automobile Product Recycling Technology Policy" (referred to as China ELV), which clearly requires the use of automotive products The recycling rate index is included in the automotive product market access permit management system. Starting from 2008, my country's automotive production or sales companies must start the registration and filing of the recycling rate of automotive products, and make technical preparations for the implementation phase goals. Since 2010, Chinese auto companies or general agents of imported autos will be responsible for the recycling and processing of their sales of auto products and packaging materials. In the design and production of automobiles, toxic substances and materials that damage the environment are prohibited, and the use of non-recyclable materials and materials that are not conducive to the environmental protection of automobiles is reduced and eventually stopped, and the use of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), and polybrominated biphenyls is restricted. Hazardous substances such as ether (PBDE).

ELV main requirements
