RED certification

RED certification introduction

1) Directive 999/5/EC has been implemented for many years, and existing products cannot be satisfied in many places. In fact, the EU started drafting new directives as early as 2007, but the progress was not so fast, so in 2011, another draft was submitted to the European Commission.


On May 22, 2014, The Radio Equipment Directive (Red) 2014\53\EU

Officially published in the Official Journal of the European Union (OJ) and took effect on June 12, 2014, the revised directive will replace the Radio and Telecommunications Terminal Equipment Directive (R&TTE Directive). Before June 12, 2016, member states should The revised directive was transformed into the laws of the member states, and the original R&TTE directive (1999\5\EC) was also invalidated accordingly.


From June 13, 2016, member states should adopt the New Radio Equipment Directive (RED); from June 13, 2017, products that comply with the old R&TTE Directive will not be allowed to be sold on the EU market.


The purpose of the new directive is to clarify the scope of spectrum use, improve the effectiveness of spectrum use, and make it easier for member countries to implement regulations and conduct market monitoring.


Before wireless products can be legally sold in EU countries, they must be tested and approved according to the RED directive, and they must also have the CE-mark. Wireless remote control products must comply with the RED directive RED 2014/53/EU requirements.


The difference between the new standard RED directive and the old standard R&TTE directive

1. RED product range only includes wireless communication and wireless identification equipment (such as RFID, radar, motion detection, etc.). Radio frequency equipment that is not used for communication or identification will be under the control of the electromagnetic compatibility EMC directive and the low voltage LVD directive;

2. Wired communication terminal equipment (TTE) has been removed, so the RED instruction is only used for wireless products;

3. The radio broadcast receiver has now been included in the scope of the RED directive (previously covered in the electromagnetic compatibility EMC directive and low voltage LVD directive)

4. The lower limit of the instruction coverage frequency has been cancelled (previously, the control start frequency of R&TTE was 9 kHz), and the upper limit is still 3000 GHz;

5. The evaluation opinions of the notified body have been replaced by the "type inspection certificate";

6. The manufacturer can only use the CE mark with the notified body number (complete quality assurance-type H) after its quality system has been evaluated by the notified body;

7. The requirement for the notification of the second-class equipment to the national spectrum agencies is no longer required;

8. The identification (warning number) of the second-class equipment is no longer needed, but warnings of restricted use in some countries still need to appear on the product packaging;

9. It is no longer necessary to show the CE mark in the user manual, but the frequency band and transmit power used by the radio frequency must be indicated in the manual;

10. The kit used for personal evaluation is no longer under control (that is, RED certification is not required);

11. The new directive requires the use of a unified charger;

12. The address and contact information of the manufacturer and importer must appear on the device, and can appear in the user manual when the device is too small.


RED certification scope  

1. Short-range wireless remote control products (SRD) such as: remote control toy cars, remote control alarm systems, remote control doorbells, remote control switches, remote control mice, keyboards, etc.;   

2. Professional radio remote control products (PMR) such as: professional wireless walkie-talkies, wireless microphones, etc.;   

3. Wireless telephone CTO, CT1, CT1;   

4. ISDN (digital telephone product);   

5. DECT (enhanced digital wireless telephone);   

6. Mobile phone GSM, CDMA test;   

7. Bluetooth products such as Bluetooth headsets;

8. Inductive data transmission equipment with operating frequency < 9 kHz;

9. Radio broadcast receiver equipment.


The necessity of RED certification

RED certification means that the product has reached the safety requirements stipulated by the EU directive; it is a promise of the company to consumers, which increases consumers’ trust in the product; products with the CE mark will reduce the risk of sales in the European market:  

1. The risk of being detained and investigated by the customs; 

2. Risks investigated and dealt with by market surveillance agencies; 

3. The risk of being accused by peers for competitive purposes.

     

RED test project

1. Electromagnetic compatibility test (EMC test);   

2. Safety test LVD (in the new directive, this test is also required for battery input RF products);   

3. Perform radio communication equipment testing (RF testing) according to European ETSI standards;   

4. Information notification of European permitted spectrum (Notification);   

5. CTR (TBR) test;   

6. Electrical safety and health protection test (SAR evaluation);

11. Fixed frequency software (also called fixed frequency program. The transmitter module can be fixed at a certain frequency point for continuous transmission, generally BT and WIFI must be provided).
