What is CU-TR certification?

In accordance with the agreement signed by Russia, Belarus, and Kazakhstan on October 18, 2010, the "Common Norms and Rules on Technical Specifications for the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation", the Customs Union Commission is committed to formulating uniform standards and requirements to ensure product safety. A certification that is common to the three countries, thus forming the CU-TR certification of the Russian-Belarusian-Kazakhstan Customs Union. The unified mark is EAC.

    In order to make trade between the Union countries easier, and to avoid technical and regulatory barriers to import and export products within this customs union, the Customs Union has legislated and issued mandatory customs union TR technical regulations certificates. This certificate is applicable to: Russia, Belarus, Kazakhstan.
From February 15, 2013, it is mandatory to apply for CU-TR certification for products that fall within the certification scope of the Russian-Belarusian-Kazakhstan Customs Union (CU). As of March 15, 2013, Russia, Kazakhstan, and Belarus have stopped issuing GOST certificates under their old laws and regulations.
Product range
   Russia, Kazakhstan, and Belarus have their own GOST standard system. After the formation of the Customs Union, the member states of the Union have cited a large number of European standards and the International Standards Committee ISO standards. Some standards retain the original European standards or ISO standard numbers during the quotation process.
    According to the Resolution No. 526 of the Alliance Committee on January 28, 2011, there are 61 categories of products that require CU-TR certification. Enforcement in batches began on February 15, 2013. The specific certified product list is as follows:

Certification classification
    CU-TR certificate of conformity: A certificate of conformity is issued by a certification body and testing laboratory (center) that is uniformly certified and registered by the Customs Union. Can apply. At present, the single-batch CU-TR certificate needs to send samples to foreign countries for testing; 1-year, 3-year and 5-year batches must be reviewed by foreign experts in factories and samples are tested abroad.
   CU-TR conformity certification: a declaration of conformity for its own products based on the participation of the certification body of the Customs Union. At present, more than 90% of the products in the mandatory list require a CU-TR conformity declaration certificate. This certificate can only be used by foreign customers as its holder. The application needs to provide the foreign customer's trade contract and business license, which can be exempt from sample testing and factory audit.

  1. Scope of application:
Customs Union CU certification is applicable to Russia, Belarus, and Kazakhstan The entire territory of the three countries has the same legal effect in any place within the territory of the Customs Union. After February 15, 2013, the customs of the three countries will start to inspect the new CU-TR certification. The validity period of the Customs Union CU certification is divided into: single batch certificate; 1-year certificate; 3-year certificate; 5-year certificate.
Single-batch certificates need to submit supply contracts signed with CIS countries; certificates with a validity period of 1 year or more are called continuity certificates, which can be exported multiple times within the validity period and require experts from the certification body to conduct factory audits and production The factory must have an ISO 9001 system certificate.

 
Application process
 1. Certificate applicant
The applicant for the CU certification certificate must be within the territory of the Customs Union For enterprises or entrepreneurs, the name of a foreign company can only be reflected on the certificate as a manufacturer. When applying for a certificate, the applicant’s company registration certificate, tax registration certificate, company phone number, address, and the title and name of the person in charge must be provided.
 2. Steps
The first step: fill in the Customs Union CU-TR certification application form, confirm the export product name, model, quantity, product customs code.
The second step: The certification body confirms the product category according to the customs code and product information, and decides on the certification scheme.
The third step: The manufacturer submits the Russian-language data and technical documents, test reports, and supply contracts with the CIS countries in accordance with the certification scheme of the certification body.
Step 4: Experts from the certification body go to the production plant to conduct product testing and quality system audits (if necessary).
Step 5: The production plant revises product information documents or quality system documents (such as The initial audit failed).
Step 6: The certification body prepares a draft certificate, and the applicant confirms that the draft is correct and feeds it back to the agency.
Step 7: Certificate issuance.
 Step 8: Paste the EAC certification mark on the product nameplate, and the copy of the voucher for customs clearance.
